What is the head of government in Baden-Württemberg called?

EDITORIAL LEARNING AID

Why is this answer correct?

The head of government of a German federal state is called Minister-President, in Baden-Württemberg therefore Minister-President (male or female). A mayor heads a city or municipality, and the titles First Minister and Prime Minister do not exist in German constitutional practice.

The head of a federal state is always a Minister-President.
