EDITORIAL LEARNING AID

Why is this answer correct?

In Saxony-Anhalt the head of government is called Minister-President; this person is elected by the Landtag. First Minister, Prime Minister and Mayor are titles used in other countries or for municipal offices.

A state leader is a Minister-President, not a Prime Minister.
