What is the head of government in Saxony called?

EDITORIAL LEARNING AID

Why is this answer correct?

The head of government of a federal state is called Minister-President; in Saxony this person is elected by the Landtag. First Minister, Prime Minister and Mayor are titles used in other countries or for municipal offices.

A state leader is always a Minister-President, never a Prime Minister.
