Why is this answer correct?
The house rules regulate living together in the apartment building, for example quiet hours, cleaning the stairwell, waste disposal and use of shared areas; all residents must follow them. Rules for public transport (a), a list of tenants (b) or an authority's address (d) do not belong in them.
