Why is this answer correct?

The Chancellor is elected by the Bundestag with a majority of its members, without debate (Art. 63(2) GG). The people (a) only elect the members of parliament, the Federal Assembly (b) elects the Federal President, and the Federal Government (d) consists of the Chancellor and the ministers.

The people elect MPs, the MPs elect the Chancellor.
