Why is this answer correct?
Article 3 of the Basic Law obliges the state to treat all people equally; unequal treatment without an objective justification is prohibited. Freedom of expression (Article 5), the right of petition (Article 17) and freedom of assembly (Article 8) are basic rights protected by the state, not prohibited by it.
The state may not treat anyone unequally without an objective reason.
