At 18 a person is of legal age (§ 2 BGB) and decides for themselves where and with whom they live; parents no longer have the right to determine residence. Answer a is therefore correct. Bringing the daughter back (b) would be deprivation of liberty, a report to the police (c) has no basis, and the choice of partner (d) is her business alone.
